The Foreign Affairs Minister Stephen Smith has rejected suggestions his second trip to Japan since the election is an attempt to smooth over relations with the country.

The Prime Minister Kevin Rudd has been criticised for ignoring Japan since entering office.

Mr Smith will spend two days of his 5 day overseas trip in Japan.

It is his second visit in 4 months.

Mr Smith says whaling will be firmly on the agenda.

"Well Im sure in the course of conversations whaling will, whaling will come up," he said.

"I'll again be putting the view of the Australian Government and Australian people to my counterpart, and I'll expect again it'll be an issue in respect which we'll agree to disagree."
