The Victorian Government will not say what impact its pay deal with teachers will have on the State budget.

The Government settled the long-running enterprise bargaining negotiations with the Education Union this morning.

On average, teachers will receive a 4.9 per cent rise in the first year and 2.7 per cent per cent in the following three years. The increases vary along the pay scale.

All teachers will also receive a one-off $1,000 cash bonus.

The Treasurer, John Lenders, has refused to reveal the total cost of the deal.

"It's an agreement that is broadly in accord with Government wages' policy," he said.

"It's broadly in accord with our wages policy and it's a good outcome for students, parents teachers and schools," he said.

The Opposition Leader, Ted Baillieu, says he hopes there is more money for schools in tomorrow's budget.

"Victoria has, for too long, not had education as its number one priority," he said.

"Teachers have been the poorest paid in the country and we have the lowest literacy standards still."
