The Socialist Republic of Vietnam has received a Credit from the International Development Association (IDA) and a Grant from the Global Environment Facility (GEF) toward the costs of Hanoi Urban Transport Development Project, and intends to apply part of the proceeds of this Grant to payments under the contract for Integrated Sustainable Urban Land Development and Transport Planning under the said project.
The project would aim to increase mobility, safety, efficiency and sustainability of urban transport in Hanoi. The size of the IDA Credit is US$155.21 million. In addition, the Global Environmental Facility (GEF) co-financed up to US$9.8 million under the GEF Operational Program 11 (Promotion of Environmentally Sustainable Transport). The expected total costs of the project are approximately $452 million. The project includes three main components: the Bus Rapid Transit Component (BRT); the Road Infrastructure and Sustainable Urban Planning component and the Institutional Development Component.
The objective of this assignment is to develop and implement integrated and sustainable urban development and transport policies and plans for Hanoi City. This assignment will include studies that will support the Hanoi Department of Planning and Architecture to:
- review of existing planning regulations, institutional structures, standards and procedures and consider modifications that would result in facilitating urban growth that is more compatible with competitive public transport;
- review existing plans for the newly urbanizing areas, particularly west of West Lake and north of the Red River from the same perspective;
- conduct capacity building and training for officials dealing with urban development and transport planning; and
- case studies (feasibility studies, tax incentives, zoning exceptions) at particular locations that would make the recommendations of these reviews actionable.

The estimated duration of the entire assignment is 16 months.
Hanoi Urban Transport Development Project Management Unit (HUTDPMU) now invites eligible consultants to indicate their interest in providing the services. Interest consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, financial capability, etc). Consultants may associate to enhance their qualifications.
In case of forming an association, consultants should indicate in their Expression of Interest that whether they will associate in the form of joint venture or subconsultancy arrangement. It is noted that in case of joint venture, all members of joint venture shall be jointly and severally liable for execution of contract and one member shall be appointed to represent the joint venture.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, revised May 2004.

Expressions of interest must be delivered by 16.00 of August 26, 2008.
